Shukichi is part of Akai family, after (high chance) their father death, the Akai's start to use Sera as their family name. The Shukichi adopted into Haneda family.
The brother in law in translation is right, but by context is wrong. By context its should be foster brother. They have same pronunciation either way. Not all translator know all bs in dc anyway.

Based on what we know from the anime so far :
-Shukichi is Akai and Sera's real brother.
-After their father's death, they changed their last name, and they moved to Japan, but a lot happened and the familly got "separated", (Akai shuichi kept his last name and went to the Usa in order to become an fbi agent, Mary Sera and Sera Masumi went back to the UK, while Shukichi stayed in Japan)
-While staying alone in Japan, Shukichi asked to be adopted into the Haneda familly, so he became Haneda Kouji's adoptive brother
-Haneda Kouji was a professional Shogi player, and Shukichi was a huge fan of his
-Haibara mentioned in some previous episodes that Haneda Kouji's name was on the list of the people murdered by the APTX4869 drug
-When Haneda Kouji died he left a dying message that can be interpreted as Asaka Rum, so Conan is wondering if it refers to RUM from the black organisation
